Ioana Singureanu is an HL7 Fellow, holds a master’s degree in computer science and a bachelor’s degree in electrical engineering from the University of Massachusetts, Lowell. She serves as director-at-large on the Integrating the Healthcare Enterprise (IHE) USA Board of Directors and co-chairs the Health Level Seven (HL7) Conformance work group.
For the past 20 years, Ioana was directly involved in developing and approving standards, profiles, and implementation to accelerate the adoption of semantically interoperable electronic health record systems and medical devices across healthcare organizations. As a technical consultant, she has developed standards and implementation from Federal agencies including Veterans Affairs, Office of the National Coordinator for Health IT, and Substance Abuse and Mental Health Services Administration, and collaborated with leading healthcare organizations, vendors, and consortia to create standard implementation guides and analysis models consistent with national policies and regulation.
Since 2004, Ioana has been supporting VA as a health IT standards modeler and architect involving a broad spectrum of concerns including software architecture, information modeling and behavioral/business process modeling. Since 2012, she has provided technical support to the Medical Device Interoperability Program and has created health IT models and implementation guidance to meet the needs of VA clinicians and improve the care of Veterans. Ioana is the primary developer/modeler of several HL7 approved standards and IHE integration profiles including Pulse Oximetry Integration and Point-of-care Medical Device Tracking.
